The shotgun design that became best known as the Ithaca Model 37 began as the Remington Model 17 - a smaller, lighter version of the gun chambered in 20 gauge - and the model 31, which incorporated several improvements over the original design. Developed by John Browning and John Pedersen, the Model 37 design's main advantage is its extremely strong receiver, which loads and ejects from the bottom rather than having a cutout on the right side of the receiver. This 'bottom eject' action has made the Model 37 popular amongst left-handed shooters though its 'one port' receiver is also less susceptible to the elements and stronger than other conventional designs. It remains in front-line use by the military and by such law enforcement agencies as the Los Angeles Police.
